KinCare’s services are available to anyone who requires support at home. This can include older people, people with a disability, people with a medical condition or injury, carers and a variety of other groups.

Some of KinCare's services have been specially targeted to groups with a wide variety of special needs.

The Australian Government has defined the following groups as Special Needs Groups for the purposes of the programs that it subsidises:
